I just read a white paper by Diane Coyle and published by the Bennett Institute for Public Policy and Nuffield Foundation. It is called The Value of Data. It is a good paper but I found gaps and felt some disappointment at the main messages. By the way, I am a fan of Diane Coyle and have followed her writings for some time. I loved her short book GDP: A Brief but Affectionate History.
